Lebanon Council approves tentative employment agreement with Troy Schulte as City Administrator

During the March 10 regular meeting, the Lebanon City Council approved a tentative employment agreement with Troy Schulte as the next City Administrator. The decision was made in a closed session pursuant to RSMo 610.021 (3) Personnel and (12) Contract Negotiations. The formal approval and appointment are scheduled for the regular March 24th meeting.
If approved, Schulte will assume his new role on April 1.
Extensive Municipal Experience
Schulte brings a wealth of experience in municipal government, having served as the former County Administrator for Jackson County, Missouri, and as the longtime City Manager for Kansas City, Missouri. With a proven record in city management, budgeting, and strategic development, he has successfully led initiatives that have driven economic growth and improved government efficiency.
Schulte currently leads T.M. Schulte and Associates, where he provides direct consulting to cities and private clients on project financing and economic development strategies. He previously worked as Kansas City’s Budget Officer and earlier on as Senior Budget Analyst, playing a key role in financial planning. As City Manager, he strengthened the city’s budgeting process and helped create a solid financial foundation, increasing reserves from 3.5% to 17% of the general fund.

In a large city like Kansas City, much of his role involved managing departments and navigating political dynamics. In Lebanon, he sees an opportunity to work more closely with residents and local leaders, focusing on initiatives that directly impact people’s lives. With Lebanon’s strong foundation and record of success, he is eager to contribute to the city’s continued progress in a hands-on and meaningful way.
Schulte holds bachelor’s degrees in history and economics and a master’s degree in urban economics. His financial and budget expertise, combined with his strategic planning background, will help ensure Lebanon remains on a strong and sustainable path of growth.
Schulte will succeed former City Administrator Michael Schumacher, who left the city in January to become the City Manager for St. Joseph, Missouri. Ben DeClue has been serving as Interim City Administrator.
